A 25-year-old tree is dropping leaves and drying out, becoming dead looking, although new sprouts are appearing on the lower limbs. Can we add a fertilizer?

It sounds as though your tree is going dormant to try to protect itself from excessive heat and lack of water. You can prevent this by providing extra water to the tree during very hot weather. You may also remove any dead growth, which will make it easier for the new growth to come in. Just to be safe, you may also want to apply a fungicide to the tree should this be a fungal issue.
