Shrub or Bush

Question

I am looking for shrubs or bushes for Zone 5 hardiness that are non-toxic to a dog but will tolerate a small dog’s urine. Also, I would like one that doesn’t grow over four feet and is non-flowering.

rotunda holly, needlepoint holly, euynomus, wintergreen barberry, juniper and mahonia are but a few of zone 5 hardy, evergreen, dwarf, urine tolerant shrubs. Some may need yearly trimming to keep to your desired heigth.
