It can happen, if the fruit developed late and the tree started to go into its fall dormancy. But based on the time you say, that would be rather early for the tree to start to go into dormancy.
This would suggest that the tree has a fungus. There are several it could be. But, all of them can be treated with a general fungicide. Treat the tree with a fungicide and that should take care of the fungus.
