Q.Shallow Root Plants To Put Around A Mailbox With A Concrte Base

Hi, We had our mailbox secured into the ground with concrete. We have around 4 inches of soil on top of the concrete. Is there anything hardy that could sustain life in so little soil looking nice for CT summers or Very could winters.
