Some types can be soaked in water. Most bulbs will not want this, however.
I would also not recommend adding fertilizer to the seed water. This will, potentially, burn any seed roots before they emerge. The seed shell (cotelydons) will container any nutrients that a plant needs for the first little bit of its life, before developing photo synthetic leaves.
I would make sure that the specific seed that you are trying to germinate will tolerate being submerged, as some do, and some don't.
