Q.rubber tree outdoors

We have an established rubber tree that we want to put a raised bed around. Can we safely place dirt around the existing trunk to raise the surrounding ground level?

I would not advise putting soil up against the trunks, this can lead to root rot and disease to the plant.

Lifting the plant and transplanting it is the best idea for success.

You can prune back the plant by 1/3 to help lesson the transplant shock.
