I have some rare dutch rainbow rose seeds and I’m not sure what to do with them. I would appreciate any help I can get.

Unfortunately you have purchased some rose seeds that are fakes. There are some folks out there that offer such things and the "seeds" they send you are tiny clumps of plant matter or some other type of seed. I have seen rainbow colored roses but they have been created by the injection of dyes and are not natural. If it is possible to get your money back, then apply for a refund. So sorry you got snookered into this false practice....
