Q.Rose of Sharon tree

I planted a Rose of Sharon “tree” last year. It seemed to be doing good but it is now the first of July and only a small number of branches have begun sprouting buds. The other branches all are pliable and green under the bark but no buds yet. I had noticed the small tree moved could be tipped easily and think it didn’t take root properly. Is it too late to save it now?

If the plant has not rooted into the soil, this is not normal and you will need to access the planting and the soil conditions.
