Rose Bush Isn’t Re Flowering

I have a beautiful rose bush and it did deliver gorgeous silver style roses this spring. After the flowering and clipping, only one branch has a possible bloom and it\'s micro scopic. I do have two dogs, but they didn\'t effect it last May when I moved in. I didn\'t fertilize yet. What product would you recommend? Thank you, Jennifer
