Q.Reviving Damaged Palm

I have a Dracaena palm that has been damaged by the recent cold weather. All the leaves have fallen off, and I want to know if I should cut off the tops of the palms to get them to grow back. They are all shriveled. Please help! I think it is a Black Knight type.

You will need to remove the yellow and brown fronds this spring but only those as they will not come back. Do not remove green fronds. Other than this, I would leave it be and let it regrow. These articles will help you as well:
