I want to remove cheap potting soil & replace it with better quality soil in same pot. Will it harm the plant & when will I do it? Also when do they normally flower?

nytime the plant is not in bloom is fine to repot it. Be careful not to damage roots as you remove the old potting medium. This article should help you repot your peace lily.
