Q.Pussy willow, standard type

It had catkins on it when we bought and planted it give years ago. I adore pussy willow in vases with daffodils. Not once in all these years has it produced catkins! It has hundreds of leaves and turned bushy, trailing down to the floor. It’s irritating me now and I want to rush out and prune all the branches really short. But August not right time is it?
What would happen if I did cut it bk now?
Why has it only produced leaves?
