Q.Pruning Red-stemmed Dogwoods

I have six red-stemmed dogwoods which are around 6 ft. in height. I have done some spot pruning over the years. As we were going to cut them down to about 3 ft, we noticed huge branches inside, dead branches and criss-crossing branches. Even the leaves look “sick”. My question is: Can we cut them down to about 1 ft in the hopes that they will bloom again next year?

Yes, you can cut them down to 9 inches at once, or remove 1/3 of the branches each year.
