Q.Pruning a very large Photinia

Hi. We have a Photinia that is more like a tree than a shrub. It has grown to about 18ft at its highest point with thick bare branches at the bottom. I have included a couple of photos to hopefully help with your advice. Our question is how hard can we prune this ‘tree’? Can we be quite ruthless with it as at the moment it is a lovely tree but unmanageable. Many thanks.
