Q.Problems With Palm

We inherited this palm from my elderly mum but it hasnt really grown much over the last four years and the ends of the branches have always turned brown. We live in south devon and since the cold weather noticed the leaves turning yellow
It is established as proved impossible to dig up and noticed some new growth in the middle. What sort of palm is it, should it be covered through the winter and should we feed it?

This appears to be a small Bismarck Palm. If it gets even close to freezing in your area, then it will not survive. These are very sensitive to the cold. You best option will be to dig it up and re-pot, any way that you can.
