Q.Problem with dogwood tree

A corneus floridian dogwood, about 3 years old has not bloomed in spring. Leaves are turning brown and red and some branches are bare. No berries have appeared on the tree.

It sounds like it may not be blooming due to stress. Stress typically comes from either mis-watering, fungus or pests. I would make sure the tree is getting the right amount of water but is not in standing water. Treat the tree with a fungicide and a pesticide to clear up any fungus or pest issues.
