Potting Mixture Kills Seedlings

for the second time in two years, I planted more than 50 cassia fistula (golden rain tree) but they soon got covered in a furry type of fungi, and all died, what is it and how do I get rid of it?

Damping off is a soil borne fungus but sometimes the seeds are already infected, so be cautious about where you obtain seed. These articles should help:
