My deck can reach 60 degrees. Are there small shrubs or plants that I can put there? Hopefully to lower the temperature in the middle of summer.

You should look at plants used for xeriscaping. They can take high temps and have lower water needs. We have this category about this style of gardening: https://www.gardeningknowhow.com/special/xeriscape/ As for a specific plant, I would recommend Arborvitae. They are heat tolerant and grow quite tall as to provide some shade.
