Ponytail Palm

Question

I have a very big Ponytail plant I’ve had about 5 years. The last two years it keeps developing a sticky white substance all on leaves into center. I take it off with little blue dawn and rest water and it takes it off but in a week it’s coming back. The white stuff falls off it on table and it’s very sticky, and ruining my Ponytail plant. Please help me with it.

Your palm is infected by Scale.
Neem Oil can be used to treat the plant.
