Why is my polka dot plant crisping and lacking color underneath the top layer of leaves? On the top layer it looks quite healthy.

Overall, this is how the plant will progress. Older leaves will die and fall off, leaving the stem bare as it gets taller. Once this happens, you can prune it back. They respond well to pruning, and will become bushier.
Now, I do see signs of overwatering. Make sure that the top 2 inches of soil are allowed to dry out between watering. At this time, there will be nothing that you need to do to address this, other than letting it dry out a little between watering.
