Plants for Windy Mountainside Garden in Northern Ireland

Question

I live just at the edge of the forest up a mountain and not far from a seaside town, but if there is snow forecast, we get it (up to five foot drifts). We are on rocky ground with only pines, whins, etc. growing locally.  I would love some form of garden to look at and a bit of color. Any suggestions?
