Q.Pests on climbing hydrangeas

My climbing hydrangeas had some kind of pest last season, and I want to,prevent the same fate this year. EVERY leaf had round dead (or eaten) spots all around the edges and some spots in the centers too. Looked like scalloped edges !! Slugs???? Aphids??? How to,pretreat for this ????? I put out slug bait last year, but

Use Neem Oil, Neem Oil is organic and safe for people, pets and Bees!

It will kill most common garden pests!
Treat once a week until you see the issue resolved..or according to the package directions.

Apply to the entire plant and make sure you get the underside of the leaves.
