Went out this morning and found my two small star jasmine bushes eaten more or less right to the ground. What animal does this? It is not deer, as the garden is well fenced.

If your fence is lower than 6 feet tall, it very well could have still been a deer. Deer can clear fences up to 6 feet easily, even with no run up. They can clear higher fences if they have a run up to the fence. As they were small plants, it may have also been rodents, mice, rats or voles. A small family of them can chew apart small plants in a night.
