Q.Pest/Fungicide/What?

I moved into a new house a month ago and noticed that the Tree/Bush has black and white all over it, I have been applying an organic fungicide on the trees every 7 days for the last 3 weeks and have seen no improvement. The tree’s are also not doing well, apparently they normally flourish and they really look like they battling. I’d also like advice on how to give them the strength to flourish again.

It looks like aphids or mealy bugs. If the organic fungicide also was supposed to kill bugs and didn't, I would bring out the big guns. Try using an insecticide labeled for those pests. If you want to stay organic, insecticidal soaps are available.
