My new PF was doing really well in a large container over the summer with plentiful buds and grew really well We had some really bad rain and wind and it wilted After a couple of weeds it had not come back to life So I cut it back Should I now keep inside for the winter Or leave outside South of England so winters are too cold here

IF it withered and died after heavy rains, I would have to assume that it fell prey to infection from saturated soils. Unfortunately, your photo did not come through, so I cannot see if there is any life left.
If you want to make an attempt at saving the plant, treat with a fungicide, and let the soil dry out down to about 2 or 3 inches, thoroughly, between waterings.
This passionflower is hardy in your area. It will not require extra help in the winter.
