If this is indoors, then it will be pollination. If this is outdoors, then this will be the last thing that you will look at, since every other reason will come before this. They will be pollinated by any insect that visits.

If this is outdoors, I would consider fertilization or an improper balance of fertilizer. Too much nitrogen is usually the culprit.
