Q.pachasandra removal and planting

I used round up to kill pachysandra and would now like to plant bella no mow grass plugs do I need to remove the roots or can I plant the grass plugs and how long should I waits

Yes, you will want to clean up the planting site and prepare the soil for the new planting.
Turning the soil and raking up the old roots and dead plant material will take a bit of time but worth the effort to ensure the success and health of the new plugs going in.
