Q.outdoor sago palm by pool

It is totally infested with scales and if I cut all the infested leaves, there will be no more leaves. Should I cut all the leaves off and hope for the best? I am using neem oil treatment…Also, can I reshape the base somehow? It’s uneven and lopsided.

Do not prune away any fronds as this can lead to stress and death of the palm.
The base cannot be changed or reshaped.
