Ornamental Lilac

Question

I’ve had this small tree for about three years.  One year it bloomed and was very pretty. Last year no blooms and seemed to always have brown spots on the leaves. This year no blooms yet and all the leaves are turning brown and folding up. I treated it with Bayer Tree and Shrub spray. It is only getting worse. Is there anything more I can do to save it?
