Orlando Resident; Great Blommer, But Appears To Have Disease, Leaves Have Gray Or White Splotches. All Over.

all leaves affected but don’t fall off. I have treated with fungicide and pesticide to no effect.

Please post again, Orlando Resident. I am not sure what plant we are talking about. Please include more information and pictures of the bush, of the foliage with some close ups of individual leaves. Gray or white film in some plants can be a sign of powdery mildew. Thanks in advance.
