What is the best formulation to be put in sugar cane wheat crop by using these things: cow dug, chicken manure, fish meal powder and cow powder?

are you growing sugar cane and wheat?
firstly, cow manure is a great nitrogen source and it's much safer than chicken manure (in terms of burnt roots). This can be mixed with soil prior to planting or as a light top dressing throughout the growing season.
Chicken manure can be used in the same way, but it's best to mix it in with your compost as it's fairly strong, especially to new roots. Be cautious of putting straight uncomposted chicken poo on your plants.
I've never heard of cow powder before, but I'll guess it's either bone meal or blood and bone. If so, both cow powder and fish meal powder are good slow release fertilisers, high in nitrogen and phosphorous (bone meal mostly in phosphorous). These are good to mix in before planting and as a top dressing after planting.
With all organic fertilisers, you need to ensure they're from a reputable source. Manure and animal meal from diseased animals can still produce healthy looking plants, but humans and animals can be infected when consuming the plants. It's very rare that this will happen, but it's better to be safe.
