Orange tree leaves

I live in the desert (Bullhead City, Az) and my new leaves on my orange are very small —is this normal????

Without knowing more about your orange -- is it in a pot or the ground, how long have you had it, how big is it, what kind of light does it have, what variety of orange is it -- I can't give you a very good answer.
