The leaves look like leaf miner damage and the lighter areas could be powdery mildew. The root problem the plants had before may have been root knot nematodes. Those can be diminished by solarizing the soil. Crop rotation helps, too. Spider mites and aphids also can be a problem. Hosing the leaves can help as well as spraying the leaves with Neem oil.
Leaf miners are hard to control because they tunnel inside the leaves. Removing leaves can help. Using row covers can prevent the adult fly from laying eggs.
Powdery mildew is often a problem when the plant does not receive enough sunlight. Make sure your okra is planted in full sun.
