Q.non/late flowering hydrangea

I live in Inverurie, Scotland (57deg 16min North; 2deg 22min West). For the last two years, my Hydrangea has been attempting to flower from September, but has never delivered full blooms. In previous years, there would be abundant flowers in summer. The only change I am aware of is the addition of a small fence on one side. I am attaching some photos, with text.
