No Blooms on 8 of Bird of Paradise

Live in Ormond Beach, FL. We had a hard freeze this year two times. It is June 26 and I have not had one Bird of Paradise. Years past I have had dozens. Could the cold have put off blooming this year?

The cold very well could have killed the buds for the year. It may also have been a lack of phosphorus. Since a little extra phosphorus will not hurt, I would give the plants some phosphorus, like bone meal, just to make sure that all the bases are covered.
