Can I use neem oil to clean and/or polish plant leaves? If the answer is yes, what is the water to oil mixture?

I would not recommend wiping the leaves with oil. It can cause the stomata, which is how plants breathe, to get clogged and that can hurt the plant. Just wipe them down with distilled or purified water. They won't be as shiny, but they will be healthier.
