Q.need to know if my tree is dead

I planted a tree in the front yard about 1 1/2 years ago and it was doing good. Planted same kind of tree in backyard and it’s doing great. Anyway, the tree isn’t producing leaves and the ones from last year are still there but are brown. The trunk of the tree is green and some of the branches are still springing when I touch them. Is my tree still alive and is there something I can do to help the leaves turn green? Thanks, Joyce cole
