Are they getting full sun? If not, move them to full sun. Then try working in a little bonemeal around the sprouts, without disturbing any roots. Were the leaves last year left to wither and turn yellow? If not, they won't come back properly. They need to yellow to regenerate the bulb.
Is it possible it is something else coming up other than tulips? Some type of weed seed that blew in? Here is more:
