You need to check and see if it is still alive. Scrape off some of the bark. If it is green, it is still alive. If it is tan or brown and the stems snap easily, it succumbed along the way.
It takes three or four years to fruit, but it should leaf out. If it never had leaves, I would contact the vendor and see if they will replace it. Some vendors guarantee their plants for a year.
Some trees that experience environmental stress such as too much or not enough water, or very cold winter, may not leaf out right away. If your tree passed the scrape test, try planting it in the ground, if that is any option. Here is information on fertilization and watering that should help:
