Rose trees or standards are grafted creations by man. There are times when the grafts do not take well enough to sustain the grafted on rosebush or rosebushes on the hardy trunk stock. Since you state that only one side is affected, I have to believe that more than one rosebush was grafted on to make the overall tree. I would contact the company you got them from. Let them know what is happening and send or bring them pictures. Be sure to let them know that there are no bugs/insect issues or fungus issues. Hopefully their customer service folks will help you out.
