My polka dot plant has curled leaves. Is it getting too much sun or does it have bugs?
It gets afternoon sun for about 2-3 hours

It could be that it has too much sun, but it is likely that it is being overwatered. They need the soil to dry out pretty well, at least down to 2 or 3 inches, between waterings. Just don't let them dry out completely. They don't tolerate this.
They prefer indirect, but bright light, though they can handle small amounts of full sun.
