Q.My Pepper Plant Has Black Can I Cut It Off Will It Grow Again

The black is at the first joint. My blooms just die out.

Unfortunately, your photo did not come through. I am unable to see the damage.

If this is occurring at the branch crotches, then this is perfectly normal behavior. The bloom drop will be a separate issue, and will require environmental changes, mostly.
