Without seeing the damage, it would be hard to say. If it is a fungal infection, then treating with an insecticide won't help. If it is an insect, then treating with a fungicide will not help. It is important to be able to see exactly what is causing the issue in order to give you a proper diagnosis. My best guesses would be insect, or fungal/bacterial infections.
