So there is a root in the pot and a lot of lovely lavender snapped off, which has a significant stem. Can I save either the root or the stem?

I would use what broke off, and have patience with the root portion. It will grow back on its own! This, resilient, plant can handle a full cutback, so this will not kill it, likely.
