My Holly Tree Is Losing It’s Leaves.

Question

Every spring the leaves turn yellow and fall off. The tree is very sparse. I have removed all the mulch from around the tree and used a fertilizer to try and help it, but there is no new growth. I don’t know what else to do to help the tree.
