Q.hardy hibiscus

My hardy hibiscus is coming in this year all curled up. The leaves on the new stem are also curled up and small. In late May I was expecting my hibiscus to come in strong but instead the stems are coming in with curled up leaves. The leaves are very small and very curled in. Also, the stem has a grayish film in it. What is wrong with the plant and how can I cut it?

Your plant is likely infested with Aphids or another sucking insect.
Treat the plant with Neem Oil.
