My grape vine has brown leaves and has stopped growing.

Question

There are holes in the leaves and webs on the leaves. This is the second year of growth. There are pea size grapes on the vine. I have four plants one has been browning for a while now the others are turning brown as well. Is this a pest or a water issue?
