Q.My Chinese Lantern Doesn’t Appear To Have Any New Shoots This Year
Been in a large pot outside for the winter. Lost most of its leaves. Is it dying?

It normally is hardy in your area so it should come back. If not, they usually regrow from seed. Did you collect your lanterns or let them fade in the container garden? The lanterns each contain one seed. Sometimes the birds get them first. If growing from seed, it will come up a little later. It won't germinate till the weather warms up. Here is more:
