Q.my azaleas are not producing leaves on some limbs

They are not full, some limbs don’t have leaves, causing them to look starved. The leaves that have produced are green but certain parts don’t have nothing. I guess the leaves died and fell off. How do I bring it back alive in Virginia Beach, Virginia?
