Mold or I Don’t Know

Question

I have this powder stuff in my hedges. When I kicked the shrub, the dust went flying. There is also a huge patch of this laying on top of the hedges.  I don’t know if it is mold or what. If it is, How do I get rid of it? Can you help? It’s through all of my shrubs.
